Winpoint files do not have a file header. They store each field as so.

Each field starts with an integer (16 signed bit) address. You can find
the field you want using the address. (Look in the excel file to find
the field you want)
After that follows the length of the field which is one byte. If the
length of the field is longer than 255, then the one byte is 255 and
following that will be a two byte length identifier. That's it!
